Important questions asked through Calling Attention Notice and the replies given by the State government.

In Thane region, especially in the areas of Ghodbunder, Thane, Kalyan, Bhiwandi and Navi Mumbai, several hours of daily traffic jams lead to problems for thousands of passengers and motorists. The services roads along with the main roads are blocked by illegal parking on a large scale. I raised the issue in the legislative assembly.

the issue of traffic jams raised by people’s representatives, Thane Guardian Minister Shri Ganehsji Naik sahib gave orders to the Thane Collector, Thane Municipal Commissioner, Bhiwandi-Nizampur Municipal Commissioner, Deputy Police Commissioner and Traffic Control department, Thane to sit together and find a solutions to the problem. Accordingly on July 21, 2010 a meeting was held at the office of Thane Collector. The government replied that earlier the Thane-Belapur road work was in progress and hence there were traffic jams on the road. However, now the work has been completed and there are no traffic jams in the area. At the Thane district planning committee meeting held on June 21, 2010, onbeing done with the help of Mumbai Metropolitan Region Development Authority, Maharashtra State Road Development Corporation, Thane Municipal Corporation and Thane Traffic department.
Students from Scheduled Castes and Tribes, Denotified Nomadic tribes, other backward classes and special backward classes need caste verification certificates for admissions to higher and technical education branch graduation studies and for post graduation studies. I raised the issue of delays in issue of such certificates by the Caste verification committee.

The government replied that in case the caste verification certificate is not given within the specified time frame, such students are given admission to professional courses on the condition that they submit the caste verification certificate within a period of three months from admission. As of now, the work of caste verification is done manually and dependent complete on human resources. In order to speed up the Committee’s work and to increase efficiency, transparency and make it hassle free, the working of the Committee is being computerised.

Demand to reduce the royalty of construction material
The State government vide its order on February 10, 2010 doubled the royalty on construction material. The livelihood of thousands of workers who are dependent on this industry was at stake. I raised the issue through a calling attention notice in the Vidhan Sabha on August  31, 2010. The royalty had been increased from Rs 100 per cubic metre to a double of Rs 200 per cubic metre. I brought to the attention of the government that the doubling of royalty within a period of three years was spelling doom for the industry. In Gujarat, the royalty levied is just Rs 60 per brass. I stated that since the cost there is cheaper, construction material from there is brought to the State thus badly affecting the business of those doing business in Maharashtra. I explained to the government that the burden of increased royalty coupled with the effects of global recession are like thirteenth month in a drought situation. I brought to the notice of the house that while both green stone and black stone are construction material, there is a difference in the royalties of both. Asked for the difference in the two royalties to be eliminated.

Revenue Minister Narayan Rane clarified that taxes on various objects are levied based on the State’s expense outlay. The royalty levied on construction material too is based on that parameter.
